Telecom reforms – UPSC GS3

Spectrum trading guidelines approved:

Will allow telecom companies to buy and sell spectrum. This is expected to help address the problem of shortage, leading to better quality of services for mobile phone users.
Also allows companies to share airwaves in the same band so as to reduce call drops.
These changes will allow better spectrum usage as the idle spectrum with one service provider gets transferred to the other service provider who is facing spectrum crunch.
Spectrum trading would provide exit opportunity to operators who have not been able to build scale in India and have been facing unprofitable operations by selling off their spectrum.
